An organization specializing in home health care services was beginning to provide services as a Vendor Fiscal/Employer Agent.  Despite having a Certified Public Accountant (CPA) on staff and ample experience with payroll and home and community based services, the organization struggled to navigate Internal Revenue Service, Department of Labor and State income, unemployment and workers’ compensation rules and regulations as a Vendor Fiscal/Employer Agent.  They were having a hard time developing operational procedures for their Vendor Fiscal/Employer Agent services while maintaining compliance with rules and regulations and meeting program participant expectations.

The organization contracted with Annkissam to develop a Policy and Procedure manual template.  The template included applicable policies to operate as a Vendor Fiscal/Employer Agent in the Agent’s state and program and suggested procedures and internal controls for complying with those policies.

The organization found that the “head start” provided by Annkissam not only made it easier for them to navigate the complex rules and regulations, but also improved the quality of service they provided to stakeholders.
